Expertise

Andrew has more than eight years’ experience as a planning lawyer across a wide range of property developments and planning law scenarios. He has extensive experience in residential, industrial, mixed use and commercial developments, staged subdivisions, planning scheme amendments, precinct structure plans and existing use rights. Andrew also has considerable experience negotiating and drafting section 173 Agreements on behalf of landowners and developers.

Andrew brings a deep understanding of the commercial exigencies of private development of varying size and complexity. 

In 2024 and 2025, Andrew was recognised as ‘One to Watch’ by Australia’s Best Lawyers Award.

Experience

Andrew’s experience includes:

  • appearing for Parklea, achieving a planning permit for its Nagambie Waters resort development including the important interlocutory decision Maddocks v Strathbogie SC [2025] VCAT 250 settling jurisdictional issues
  • acting for and appearing in the Victorian Civil and Administrative Tribunal representing corporations, land owners, high profile developers and high net worth individuals in a range of complex planning matters, including residential and commercial developments, residential and industrial subdivisions, development plans, precinct structure plans, existing use rights, heritage and view sharing matters
  • acting in relation to negotiating, drafting and defending the operation of section 173 agreements
  • advising on a range of matters including in relation to cultural heritage management plans and the Aboriginal Heritage Act and Regulations, restrictive covenants and existing use rights
  • appearing before Planning Panels Victoria and Ministerial Advisory Committees in relation to planning scheme amendments and planning permits.
