Juanita has significant experience in the areas of environmental, planning and development and energy and resource law. Juanita advises on a variety of planning and environment matters mainly in the Queensland and Commonwealth jurisdiction.

Juanita has particular expertise in providing practical, strategic legal advice on State and Federal planning and environment approval processes for major infrastructure and mining resource projects, including under the Planning Act 2009 (Qld), Mineral Resources Act 1999 (Qld), Petroleum and Gas (Production Safety) Act 2004 (Qld), Environmental Protection Act 1994 (Qld) and Environmental Protection and Biodiversity Conservation Act 1999 (Cth) (EPBC Act). 

Juanita has acted for a wide variety of clients in the Planning and Environment Court, Land Court and Supreme Court on a range of different matters. Juanita has also handled several litigious matters relating to development appeals, merits reviews and judicial reviews.


Juanita's experiences includes:

Planning and environment

  • providing legal advice on environmental impact assessments and approvals
  • advising clients on the development application process
  • acting for clients in Planning and Environment Court appeals 
  • provided a range of advices regarding native vegetation clearing, biodiversity and coastal protection 
  • advising on enforcement and declarations proceedings
  • drafting and lodging applications under the Right to Information Act 2009 (Qld)
  • providing legal advice to clients on development and environmental offences 
  • drafting and reviewing court documents for Planning and Environment Court appeals
  • analysing development applications
  • assisting clients with submissions on development applications
  • advising on areas of pollution, contamination, environmental risk management and environmental regulation
  • provided legal advice and acted for clients on minor and major projects including Toondah Harbour, Mt Coot-tha Zipline, Black Swan Lake, Sekisui Yaroomba development, Coomera Connector, CSG projects and other major mining projects
  • advised clients in regards to the public service sector including conflicts of interest, codes of conduct, as well as accountability and transparency related issues
  • advised clients on local government related issues
  • assisted clients with interpreting and applying relevant planning legislation at local, state and federal levels.

Energy and resource

  • advising clients on processes for petroleum lease applications and authorities to prospect
  • providing legal advice to clients on internal and external review processes for environmental authority major amendment applications for petroleum activities
  • drafting submissions on environmental authority major amendment applications for petroleum activities
  • drafting submissions on environmental authority applications for environmental authorities for major mining projects 
  • drafting and lodging applications under the Right to Information Act 2009 (Qld) for documents relating to petroleum lease applications
  • drafting objections on mining lease applications for major mining projects
  • assisting clients with EPBC Act referral submissions on major gas projects in Queensland
  • advising land holders with respect to land access including conduct and compensation agreements
  • advising with respect to strategic environmental areas, environmentally relevant activities, quarries and other extractive industries
  • acting for clients in Land Court proceedings relating to major mining and resource projects, including GVK’s Alpha Coal Mine, New Acland Coal Mine Stage 3 Project and Adani’s Carmichael Coal Mine. This included developing strategic litigation and case theories, preparing for and attending directions hearings and site visits, managing court and trial schedules, preparing cross-examination and instructing barristers in proceedings which included multiple parties and expert witnesses across a variety of fields. 
  • acting for clients in judicial review proceedings of decisions relating to mining leases and environmental authorities.
